To be recognized as the promoter of a comprehensive and coordinated policy of the State regarding governability, community and citizen participation, citizen coexistence, free exercise of the fundamental rights of all people with no distinction whatsoever, treatment to minorities, disaster prevention and care, and as the valid negotiator among the different institutions of the State, the Civil Society, and their organizations by guaranteeing their legitimacy and governability.
